Builders in Southwater

No conservation area anywhere in the village, which means permitted development rights are intact — one of the more straightforward places in the district to extend.

Southwater is three miles south of our yard on Cook Way, and it is one of the easier places in Horsham District to extend a house — for a reason worth knowing.

Nothing is designated here

Horsham District has 39 conservation areas. Southwater contains none of them. There is no Article 4 direction affecting houses here, and the village sits outside both the South Downs National Park and the High Weald National Landscape.

That matters more than it sounds. In a conservation area you lose side extensions, two-storey rear extensions, permitted development loft conversions and cladding outright. In Southwater those rights are intact, which means:

  • A single storey rear extension up to 4 metres on a detached house, or 3 metres on a semi or terrace, without a planning application
  • The larger home extension scheme is available — prior approval for up to 8 metres detached, 6 metres otherwise, with a 21-day neighbour consultation
  • Loft conversions under Class B, with 50 cubic metres of additional roof space on a detached or semi, 40 on a terrace
  • Side extensions up to half the width of the original house

None of that is a guarantee for your specific house — previous extensions eat into the allowance, and the 50% curtilage rule counts every outbuilding. But the starting position is a good one.

What that means in practice

A lot of Southwater housing stock is relatively modern, which tends to mean regular plots, straightforward foundations and few surprises behind the plaster. It also means most houses here have their original permitted development allowance untouched.

Where projects here do get complicated, it is usually one of two things: drainage runs on estate layouts, which are not always where you would expect, and mature trees. The clay soils common around Horsham shrink and swell, so a large tree within influencing distance means deeper foundations regardless of whether you need planning permission.

Get the certificate anyway

If your extension is permitted development, apply for a lawful development certificate confirming it. It costs half a planning application fee, and it is the document a buyer’s solicitor asks for when you sell. Why it is worth it.

Building regulations still apply

Always, whether or not you need planning permission. In this district that means Sussex Building Control, the service run jointly by Horsham District Council and Crawley Borough Council. The difference between the two.
